Microsoft Word - has a built-in outlining capability. Under View, turn on Outline and you will be able to expand and collapse text under headings and move blocks of text as needed. Very helpful in getting the big pictures. Word also has Reviewing capability, where someone can edit and annotate a report and the writer can read the suggestions/corrections and accept or decline them (rather than someone just making the corrections).
